First Officer, or senior firefighter on scene takes command until the designated Command Officer arrives and command is transferred. Thanks for your thoughts.

This is where officers of all ranks need to put more focus on. Many things occur before the ICS is set. It is something that is often overlooked. I will go over more as we go. Stay Safe...
