Interesting photo. Since the door closers are both on the same side, it would indicate that they both swing in. The door on the left should swing out if it is designed as an exit door from inside. The "no exit" sign could mean that the left door fly is locked or pinned. This can only be permitted if the occupant load permits it. Withou knowing how big the room is or what it is used for, it is hard to tell. if the door is locked and there isn't sufficient MOE it would be a violation. If the door is being used as an exit from the interior and the occupant load is greater than 50 - the door swing is incorrect. If it is a library then the door then the door should swing in the opposite direction - in the direction of egress.

If it is a school library, rarely have I found the school corridor exiting through a library. If a school corridor is exiting through this door into a library, both doors need to open in direction of travel. The occupant load of the school would surely mandate it.

Maybe we are all wrong, but as far as I know the exit sign at the is right, but the ones at the bottom need to be remove as far as I know, I believe all door opening have to be atleast 36" and I believe these may be that , but the issue is the singage is wrong?

Well, you have a means of egress issue with placing the barricades in front of the exit. Per Code, you need so many inches of egress width for so many cubic feet of occupied space. The 2 doors were obviously a requirement when the library was built and therefore can not be blocked off. This is a great group!
