I am a CTBS trainer.

 

The CTBS course was developed from the Summit in 2006. I took the T-t-T in 2008 in New Hampshire and have taught the program over 30 times. Each state has a CTBS advocate and the program is free to the advocates. They are the POC point of contact for the state. They are comp'd travel to the summit and other pertinent training for the program.

Now each state delivers the program differently. Some fire academies adopted the program and administer it.  Others were taken on by state associations or training groups. In my state, it was administered by the Fire and Officer's Association.  It was free to all to attend and the instructors donated their time to deliver it. That included travel expenses. It now has a cost per delivery, (minimal) as the economy has driven it that way. 

 

It is a good program, it has been updated a few times and I would recommend it to anyone who wanted to look at themselves (personally), look at their department to implement the 16 life safety initiatives to reduce injuries and LODD.

The SFFMA made it mandatory for certification Jan 1 of last year.  If already an accredited FFII, you don't have to take it.  Unlike Commission firefighter who have until the end of 2014 (please correct me if I'm wrong) to take the course.

It is now an SFFMA requirement for sure. I put one of my guys in for an increase in certification in January, but he hasn't had CTBS yet, so his cert is still waiting.
