we do not have any stairs i our community to run other than at the school, looking for more ideas to challenge the few of us who want to set up a little circuit to run any suggestions would be appreciated

You don't need stairs to challenge your members. I we use our turnout gear and packs to add weight. Then we perform victim drags. Another excersize use cones and perform a highrise pack/hose carry through the cones. NAnother one is the 2 1/2 charged hose like drag.
You can always use ladders.. it’s a good opportunity for training and fitness.

I agree with Mr. Brown, It doesn't have to include stairs. It is a test cardio. I would use a backpack filled with stones and climb any available elevation. One wyoming fire department designed a harness and pulled a VW. I would also use a tire and pull up my drive, (6% grade). Anything that challenges your endurance is benefical. There is a theory that the effort should be 3x what you want to be your time.
