paint bubbling

Hello everyone, hope all is well. i have a question i sanded my helmet down to remove the bubbles from the old paint and they appeared to be gone but when i painted it and it dried completely the bubbles reappeared. anything i can do to fix this short of stripping all the paint off the helmet

yes i have pictures of the helmet before and after of me refurbing it
