I have never come across storm shelters before but if you have them in your district then I would hope that you do develop an SOG for them. it may take some lag work but it will be worth it in the long run.

Years ago I became interested in a company that builds homes and building that they say will with stand a tornado and have been built in many areas where tornado will always appear.
