Ok before i went off the deep end in the main page lets put it out here and get the ball moving as to what might be able to be done to repair fix and or replace what we have. My feelings are we need to look at Jefferson County. They went from nothing to enhanced 911 dispatch center. with a singal center there is less room for breakdown of the system. as we was told it would work a psap's would answer then transfer the call. I know some of the psap's are taking the information (or one of them anyways) and not getting very good info at that. The wrong agency is getting the calls. Happens often with KLG getting ambo calls in areas that Fire Dept are running EMS. but thats for a later rant lets hear what you all have to say...

Out here we have had only one or two 911 calls we dont run EMS so i dont have that to deal with. i will back you guys 100% on what you wnt to do but Willie is right we all need to be on the same page on this. And if i run into any problems i will let you know.
As for me on the FD side Glenmoor doesnt exsit. I can tell you we turned in the street guide i emailed to Emmons. But your right we need to get on the same page. I am sure other Fire Police and EMS have issues. we had a lady in beautiful downtown Glenmoor call 911 and she was told she didnt have a Fire Dept they would send Calcutta. But that is more of complaint than a solution to the problem. Take the politics out of the system and perhaps we can get somewhere.
How are we going to be able to fix it? My feelings, it's too late. The 911Technical Advisory Committee went to the FIre Chiefs and asked for help in establishing area's of coverage. This was done and this is the info used by the 911 system. One of the problems here is, the OSP doesn't have this coverage info and other 10 digit communication centers (fire, police, & EMS) don't have this info either, they do if they are a PSAP, but maybe they don't take the time or have the time to use it. If the emergency call is not received on the 911 line, the response agency info is not immediately available to the dispatcher. Two examples, OSP receives a call for an MVA, they call who ever they wish for EMS, sometimes the local FD is not even notified as well. This also happens when the privates get calls and don't notify the FD's. 2nd example, someone calls the SO on their SO line of an accident, if it is not an address to one of the FD's that they answer for they may just request one of the privates depending on the location. The PSAPS need to manual enter the incident address into the the 911 system and that would give them the proper response agencies for that location.
So what do we have to do to get them to do this?
One of the main proplems is the some of the10 digit dispatch centers and the OSP do not have the capability to access the the 911 info. This is why I feel it is too late to fix, without all dispatching agencies having access to the same computer data base it will continue as it is now. Everyone doing their own thing. A central dispatch should have been the way to go originaly. It all comes down to politics!
I don't know how they do things at OSP but I'm pretty sure the call KLG most of the time up here if its questionable.....Well this brings a delemma. There have been a few calls that When I've been working KLG we have been called in to Butler twp. and I have no idea why. Well till after the fact that we find we may have got the call from OSP. Thank God some one was on the ball and already had Damascus going. Funny thing is KLG got the call almost 10 min. after Damascus was toned on one of the MVC's . I think that OSP needs to call County and let them handle the Fire and EMS side. Then it is made sure the right agencey is contacted and no one is crossing in to anothers territory,as much as we say it doesn't matter as long as help get there. It is a factor and can cuase friction between privates and Vol. atleast on the EMS side. I think things would be alot smoother. But that is my opinion. The other thing about doin that is the call gets transfered. Thats one more time to get the info screwed up and it also takes more time. So its kind of a catch 22. I hope that we can get a better system in place that will be more afficient. Am I right or Wrong someone let me know becuase I'm kinda new to the whole Col.CO Dispatching capabilitys. O and on the upbeat note Tim and Willie your guys are awsome to work with . I dont get to work with you all at Damascus as much as I would like but, I'm glad I get to work with you all at (My aother Job)
I have to agree with Willie, it is too late to fix the problem. When the system was set-up, we should have had one dispatching center for all departments. The problem was that the police chiefs would lose power and control. Just looking at my area, we have a PSAP in Palestine and Columbiana and we have a 10 digit center in Leetonia. So much duplication of services... in this day and age we should be combining services and saving the taxpayers dollars.

Even if we had a central dispatching system, there would still be some issues because OSP and the private ambulances would still be separate dispatch points, but it would be a lot better than it is now. The only way to completely fix the EMS side would be to get all emergency calls handled by FD or municipal transporting ambulances or to have some type of county EMS system; neither of these are economically feasible.

As far as OSP not calling the appropriate ambulance company for an MVC, am I not sure if that can be fixed. OSP seems to do their own thing and don't care what anybody says. Until something happens that causes a negative outcome for a patient and it can be proven that there was a closer ambulance that might have made a difference, we will be fighting an uphill battle. We should set-up a meeting with the commander of post 15 and see if he is willing to work towards a solution to the problem. The worst he could say is no.

I think one PSAP should never forward the call to another PSAP ( County to Liverpool City) They should contact the fire dept first. When we get an MVA call, 99.9.9.9.9.9.9.9.9% of the time we have to pull around wreckers on scene to extricate... If you listen to the police from 911 PSAP (Liverpool City) they advise St Clair PD that a the wreckers have been notified. Now as for the fire calls here is how again 99.9.9.9.9.9.9 of the calls from (County to Liverpool City PSAP's go) - County gets it if you call from a cell phone or have comcast as your provider and they take the info then they call the City PSAP that take the info half assed and instead of calling the Fire Dept. They will radio St.Clair PD and advised them that THEY yes THEY have a POSSIBLE structure fire and MIGHT want to go check it out(MIGHT) WTH? right? so they will leave Sheets or McDonalds and drive to see what is going on and then you here You might want to call the Fire Dept we can see this burning from(where ever ) they are and then we get toned for it , respond within minutes and the home owner says it took 20 minutes or more for us to get there. I think once this problem goes public it will give our 911 a black eye. BE SAFE!!!
Have you tried talking to the PSAP's to see if they will agree to this? I would think that if a fire call comes in, then the PSAP responsible for taking the call should forward it to the disptach center for the FD responsible for handling the call. Who handles your dispatching?
As for the fire side, when calls have gone into our St. Clair Twp. pd (East Liverpool City Police answers) they DO give teh call to the Police to check out. We have talked about it seven time i know of heated talks with them as i was involved whos suprised there. One being a church fire that we had fire marshalls atf and fbi in on.. They was all blown away that pd was given the call. fire marshalls office had a huge talk with liverpools police chief and two weeks later they do as they wish. Sadly wish it would change.

As for us if i know we are going into a Public EMS area i call them i know most of the poeple at KLG dont and i am sorry there are times i may miss it not knowing for sure. The Public Private battle needs to go far far far away its pride over protection and yes i know some will be upset by that statement however before you hang me know that i feel the privates OVER STEP 99% of the time. My brother called New Waterford to an MVC when he was with KLG the behavior was unreal glad i wasnt on the call a huge scene would of been made. regarudless how the call came in he made steps to assure best patient care. what did he get for it. our stuff throwed in a dicth and our cot pushed out of the way WTF but his line was good enough to transport ;-)

It's never to late to fix a problem. It's just harder work. Centeralized (so not the right spelling) would be the best fix. yes its going to be exspensive. yes its going to be a battle. Police Chiefs will hate not having control. Fire Chiefs will hate not having control. EMS will all claim they are getting raped. Private companies in Jefferson county in areas where there are no Public ems are given that calls the same way our system is now.

As willie had said the advisory comm. went to the cheifs. even with that list where turned in. I know for a fact our group wasnt contacted to clear up any grey areas. I asked for an updated map of all PD's, FD's, and ambo's and was told there was no updated map to be made. BULLSHIT!!!!!!!!!! It can be done just not easily.

East Liverpool Hospital has the EMS area council. I honestly think we should have one for the county. Privates Publics FD's taht just run only first responders and the hospitals. There are issues that need to be worked out ems wise as well but again as much as i would love to see this happen i dont think it will as PRIDE will get in the way. ANYONE wish to help set something like this up (cough Mr. Farley cough) i will gladly give my time to make this one happen. it will only benifit all of us.

before we contact the post 15 we need to as a group sit down and figure out the issues. I will glady call them and set something up with them for us to talk. Perhaps the only issue here is no one has ever talked to them??? has anyone????

Anytime you have law enforcements hands in the fire department business you will always have problems. I have sent law officers packing from fire scenes and they want nothing else but to be able to put the cuffs on you (SORRY BOSS ) not today ! Our city dispatch has a few bad apples but if they would just get all the info to the fire depts and not try to decide what is needed from the fire departments it would be a little smoother for everybody. They have one that needs replaced .... BE SAFE!!!
Does anyone know if there is a way they can network all of the dispatching centers so they all have access to the 911 info??

I also agree that one answering center is the way to go. There are to many fingers in the pot that is why things are all screwed up.
