Because of Rome and their use of slaves to put out any fires after the fire near Circus Maximus that destroyed a good portion of Rome.
Apparently they used a lot of the same tools we still use today, poles, hooks, devices to tear down buildings to stop the fire spread and of course buckets.

Other than that, I don't know.
