Exactly Larry, this indeed very well was an issue and at the very least should have an internal safety investigation. Even though it was during overhaul, you should make every effort to NOT have someone on a hose line solo.

The chief says that the collapse was a non issue, then what was the f.d. member doing so close to the building, someone was not watching collapse distance.
