I have become the deputy coordinator for the newly formed county rescue team and the first item to we need to establish is a set of bylaws. We sure could use some input from any brothers or sisters involved in this specialized team work on how their bylaws read. we are still in the beginning phase and could use all the help we can get. You might consider adopting a standard from a rope rescue course or maybe state standard training class as your foundation. That will help maintain local consistency within equipment and training guidelines. Use your ICS and risk management guidelines as a starting point also. When your in process watch out for conflicts between your team objectives and the limits of your budget and staffing. Technical Rescue is animal that requires constant "feeding."

You can Google Technical Rescue Team SOP or By-Law. You'll find many there. This will get you in the right direction.

Bylaws? is this a team or an association? I think what you need is SOG's.
