Most of our chaplins belong to the county fire and rescue assoc and part of the county fire service so they get county gear. Even the county exec gets fire gear.

My father is the Chaplain in our Department buthe also is a firefighter so yes he has gear. but we make sure all of our members have proper gear.

Unfortunately, we don't have chaplains in turnout gear in my town or any previous fire departments I was in. But I do agree that whoever is on the fire scene should be in compliant with up to date gear and equipment.

Anyone got a clue about departments that put their chaplains in old, outdated turnout gear?

First, if the chaplain is ever present at a fire scene, that would violate safety standards.

Second, the one time a chaplain is likely to most need the best gear possible is when a firefighter is trapped inside somewhere and may/may not be rescued. That's when chaplains intentionally get in harm's way...and firefighters want chaplains with them in those ultimate moments.
