Despite reports of skyrocketing costs, the Port Authority says construction at the World Trade Center site is on track.

Chairman Anthony Coscia says that while he wants to keep costs down for the construction of the World Trade Center transit hub, he is committed to preserving the aesthetic of the Santiago Calatrava design.

Coscia says he wants to have the Memorial Plaza operational by the 10th anniversary of the September 11th attacks.

"We have to got to stick to these dates," said Coscia. "We've got to decide that this is now a rebuilding process, that we've put an incredible amount in. I think in the last 18 months we've seen far more progress than had been the case prior to that, but we are not going to start rolling back down that hill again."

Coscia also addressed the recent discovery of Freedom Tower blueprints in a dumpster.

He called it totally unacceptable and says an investigation is taking place.

The remains of four more people from the World Trade Center site have been identified.

The Medical Examiner's office says the remains of three men and one woman were found during a new recovery effort that took place between October 2006 and December 2007.

The office is releasing the names of two of the victims: 35-year-old Alejandro Castano, whose remains were recovered from the Liberty Street section, and 54-year-old Keith Milstein whose remains were recovered from Haul Road.

In all 2,750 people have been reported missing, with about 60 percent of those people being identified so far.
