Secure the scene is top priority. We call radio room have them contact the utility company. If the run invovles a vehicle accident we tell them to make it Priority 1. The ulility will respond no more than 30 minutes, experience has been they usually arrive within 10 minutes if we call a Priority 1.
treat them as if they are energized and leave them alone. Keep everyone away from them and notify the electric company. Until they get to the location and tell you its ok dont mess with them. ALWAYS!

and on that note we had a case of it today reported truck vers car head on lines down car on fire so we get there and its a truck whos trailer brakes had locked and the trailer had clipped a power pole and brought it down No car anywhere but lines down and nice and sparky thank goodness its wet at the moment or we would of had a nice grass fire going on
