Its 2011, why is this still happening?

We've seen officers without gear, Civilians humping hose...but someone on the roof? Its 2011, why is this still happening? Maybe I'm not smart enough to see the overall picture.

my question is , why is the guy in the ppe not on the nozzle , and poking the nozzle into the window ?

A little understood fact is that over 75% of the fire services in the United States are supported and run by volunteers? Many are run on shoestring budget and cannot afford basic PPE’s and I hope they were trying to save a life not just property. Many also have no real training, just good intentions.

Volunteerism has been in a decline, leaving many areas unable to provide basic protection. Larger departments need to reach out and help, their intentions are good, we that know better need to help educate, they are still part of a brotherhood, just misguided.

WOW this is crazy this makes us look bad. i couldn't see does any one know were this is? are they paid or volunteers? ihope i never see any thing like this. what would you really do? do some butt kicking
