15 years service, write the exam; years of service plus your mark determines where you rank on the list. once a position opens, you are then promoted. Usually about 100 write the exam (it's called the officers exam, you write it for Lt and Capt every two years) so the guys study for at least 6 months or more in order to do well and be placed high on the list.
In my volunter department there are four qualifications. First, you must have a minimum of five years of fire fighting experiece. You must be cross trained as a minimum EMT-B. You have to tae a written exam. The exam is given only when a position is open. RAnkings are based on exam scores, but then you must have an intervie with the existing officers. All officers make arecommendation to the chief, who makes the final decision. All mewly promoted officers are placed on 6 months probation, before the appointment is final.
In our department, you have to have FFI & II, Hazmat Ops, EMT-B, EVOC III and DPO. Then you have to take a written exam, and an oral board. Then the recommendation goes to the chief. You also have to submite a resume with your experiance and cert.'s, with a recommendation from you Capt. and Batt. chief.
