I'm going to try to give some of my insight why departments fail to get new recruits and fail to retain them.
We see the news reports all over the country. "Local fire departments short on members." We hear departments say we just can't seem to get the young people in are area interested in the fire department.

Thank You LT, for the warm welcome. I will share my experiences with permanent IOD, and a failed NYS VFBL Statutes meant to provide a new foundation for us fallen injured Firefighters.
My thought on the word "Fallen" means any Firefighter who can never go back to being a Firefighter; whether alive or at Heaven. Ultimate Sacrifice says it all. I was fortunate Heaven gave me the Corner of my Life Card back after performing my last, yet successful (superhuman) water rescue.
