I've just left a "Human Movement in Emergencies" seminar and listened to Jake Pauls talk about advocating the use of elevators/lifts in building evacuations. (Jake is a world renowned researcher and presenter on crowd movements, building design and evacuation).
Is this for incidents other than fire? Although I suppose you could still use elevators for evac that are away from the fire area, and not being used for the transport of Firefighters and equipment. As long as the elevator being used is supervised by Fire or Police personnel to ensure that people actually evac the building. Stay safe!
