Which department would be better to work for, or maybe live near? Better at what? Why not Houston?

Better to work for. I don't care if it's near or not. Who would have the better of calls and most calls. Don't want Houston cause it's not really a good city to live in. Too many gangs. It's like comparing Houston to L.A..
