It never ceases to amaze me what the ingenious criminal mind will come up with next.
Our suppression guys responded to a kitchen fire on the third floor of a 8 floor apartment building in our downtown area. Simple pot on the stove. As the crew in the apartment was clearing the floor of smoke the crew on the street had noticed while standing by at the FDC one of the caps was missing. Common situation, right?
Well after further investigaton they found someone had stuffed a bunch of trash in it. Again, common situation. As they began to remove the trash they found that one of our local friendly drug dealers was using the FDC as a drop for his customers.
The gendarmes were called and today I delivered an order and order form to the owners to purchase Knox locking FDC caps. Just thought i'd let you folks know. Amazing, huh.

It is a good thing that they did not need to hook up to it...WOW!
Ken,
We are in the process of requiring knox caps when we notice a FDC has missing caps. We give the owner an option, (Witnessed) back flushing is always required prior to replacment of the caps. The owner then has the progrative to replace them with cheap plastic red ones or installing knox caps.
