Is there a law any were that requires every 911 dispatch to give out a benchmark every 10 min.? im trying to get our 911 dispatch to give us benchmarks and they refuse

Our county implemented benchmarking a few years ago at the request of the county fire coordinator. They have a simple kitchen timer which is set to 15 minutes, and it is activated when a structure fire is dispatched.

Every 15 minutes the dispatcher sounds a tone and announces to the IC that "you're x minutes into the incident." This continues until the IC calls the situation under control and asks that benchmarking be terminated.

Often, we are just arriving at a scene when the first 15 minute announcement is made.
We're still in the period FETC mentioned, and I'm happy to stay there!. The IC keeps an eye on his/her watch. For any serious incident, our dispatchers will call and ask for a SITREP if it's been a while since the last one.
