In Indianapolis all High Rises anything over 4 stories get a high rise responce.

I know it's an older post but I'm pretty new here so I'll chime in. Building appears to be a fireproof multiple dwelling. I'm basing the fireproof assumption on the balconies, which appear to be poured concrete, and the lack of fire escapes. Vertical extension of fire would not normally be a big concern in this type of construction. Autoexposure of fire into top floor windows would be most likely avenue. If top floor windows above fire area were open the likelihood would increase.
We would send a team from truck to apartment above in order to perform possible rope rescue of trapped occupants who could not be reached by ladders or for possible deployment of wind control device at wind impacted fire. We would not evacuate top floor occupants; their apartments are usually the best place for them. Stairs and halls could be contaminated, depending on status of doors. Occupants sometimes misguidedly chock doors open in an attempt to help. The main effort would be in fire apartment and public halls and stairs on fire floor and above. There could be surviving occupants within the fire apartment. I would not agree that any occupants are already dead. If an occupant was remote from fire behind a closed door, the atmosphere could very well be survivable, especially if they've opened a window.
We would designate an attack stair and an evacuation stair. Engine companies would supply standpipe system and stretch off standpipe outlet in attack stair on floor below fire. Second line would back up initial line or go to floor above if needed.
