To answer your question in the way that it is phrased, the answer would be "NO".
Paying volunteers per fire isn't done to promote setting fires.
It is done to motivate them to show up for fire calls.
And besides; firefighter arsonists isn't just a "volunteer" thing.
And I'll leave it at that.

I agree it's not just a "volunteer" thing and also have asked if anyone has any links to any reports that show the demographics of the firefighters involved in these type of situations. Also, and I know this is may not have stopped the firefighters in Arizona mentioned in the article, but did the department that hired these firefighters do a background check?

A background check will only show illegal actions since their 18th birthday. It doesn't take a criminal history to make a new criminal.

I do not think it would cause fire fighters to set fires to get paid.

The way I figure it is if they were going to set fires they propably would not need the insentive of getting paid to do it.

I have zero tolerance for anyone who sets fires but if they have a problem and are prone to do it they would not need the money to get them to start lighting them.
