I agree with the answer from tons o fun. A lot of questions remain to help answer this question.
Like: is this the annual budget for apparatus? does this money have to be used to outfit the apparatus? does this city have a hospital? does it have an industrial park? does it have many high rises? does it have an airport?
But in lite of that...............................
I would first look at my surrounding towns to see what they have. I'd talk to every chief and see how the mutual aid system was set up. I'd see how we would fit in and how I can utilize the system. This would determine what I'd purchase. I would go no less than a 1250 gpm pump with a 1,000 to 1500 gallon tank......pumper/tanker.
If this a one time purchase budget I'd look for used apparatus to put together a good fleet of trucks that would give me at least ten-fifteen years of service to start. I'd purchase only what I really needed first. Big fancy show apparatus would be out.
Then I'd use what monies I'd have left to start a truck replacement fund. Each year I'd put money in this fund to build it up.
It would be nice to do this being the founding fathers.
