Good someone kept filming this. Anyway, it just is a fact that you don't ahve the manpower everywhere !!! So I wouldn't call this a shortage, this is just reality.

By the way, this cannot be in Italy, the trucks and turnouts are clearly marked "Bomberos" which is spanish. In Italy the Fire department is called "Vigli del fuego".
