Government units have not yet declare under control when the top floor of the building flares up due to exposure from the original fire. The owner of the adjacent building was reluctant to let the firefighters in. That building has good vantage point and it is the key of controlling this flare up - a government officer pointed out. Freedom Volunteers, BMD, Maginoo Volunteers and gov't FFs. took positions at the top floor and roofing to battle the blaze.
