Chief Officer uses garden hose waiting for companies to arrive

At 2136 hours Coplay Engine 5 and a Whitehall Engine (E4) respond to a car fire at 39 N. 3rd Street. Police arrive and find a car with a engine compartment fire. Neighbors pull a garden hose on it and deputy chief 35 (Shambo) assist with the garden hose until the companies arrive.

Any experienced and knowledgeable firefighter knows the dangers that car fire present. This "Chief Officer" showed poor judgement, lack of leadership and disregard for safety. He did not have full PPE, utilized an innefective "hand line" as well as put himself in harms way by approaching the front of the vehicle. There was a potential for a flre up involving flammable liquids or metals. Even rookie firefighters are made aware of the dangers of the pressurized cylinders and pistons in many of these vehicles. He put himself and the public in danger.

A few things I saw wrong. 1 The chief was lucky no combustible metals were burning. A reaction to the water when he was so close without an airpack on could've been very bad. 2 - the chief crouched down infront of the damn bumper. I dont know if that model car has gas cylinders in it for the hood or not, but if it did and that bumper goes, he's in a world of pain. 3 - the firefighter who gets off the rig with the wrong sized mask. In this instance its not a life or death matter, but what if he was needed to make a rescue right away. He should've checked the size of the mask before he left the rig.
On the plus side, it was nice to see the engine company wearing full PPE.

it's all fine and dandy that the deputy chief arrived....but if you notice at 4:57 in this clip the tire went flat...now that could have happened while the dc was there with the garden hose if not worse.... safety wasn't apparently his fist concern...him being a DC should know better
