It seems to have a lot of rust (yours), but i think you'll be able to get it back in shape. It's not gonna happen overnight, but maybe a few weekends of work.
The fire hydrant? Yeah, probably this spring when it warms up again my sons and I will start getting it ready to paint. It's not in bad shape at all. I'll have to post some pics of it later.
If you have or can get a hold of an angle grinder and put a sanding or wire wheel disc on it, it would pobably go a little faster. I'm a pipeliner full time(currently off the coast of Malaysia) and that's what we do to get the rust off the pipes.
We got them threw a Forestry grant for the FireWise program. They are for cleaning up brush and stuff from around houses to reduce wildfire danger to the home.
