This is something that my fire department has to deal with every year and we do have a plan for response to the festival but I am curious how other people would respond to it.

Shambhala Music Festival is about 10 minutes outside of the Village of Salmo but response can be up to a half an hour depending on traffic. The route is paved highway up to the turn off to the music festival then it is a dirt road for about 5 km (about 3 miles), about half of the road is only single lane. At the festival itself there can be anywhere between 15,000 to 20,000 people camping on site, drugs is a major problem with an estimated 80-90% of the participants partaking in drug use. They have their own fire protection but it consists of two retired trucks purchased from the village and a fire crew that may or may not have fire training and do not have any PPE. There is an irrigation system with forestry fittings and stand pipes through out the festival grounds and a pump that can put out about 2000 gallons a minute that sits by the Salmo River that passes the festival and has been connected to the irrigation system. A fire guard has been built around the festival grounds to protect the surrounding forest.

Salmo Fire/Rescue consists of 2 engines with 1000 gallon tanks, a brush truck with a 250 gallon tank, a tender with a 1800 gallon tank and a light rescue truck. It is staffed by 25 volunteer members but at any time can have as low as 5 members in town ready to respond. Due to the location of Salmo the only support available is Ymir Fire Department, a smaller department with 18 volunteer members but may not have any available for response at times and is 10 minutes from Salmo. They are equipped with 1 engine with a 1200 gallon tank, a mini pumper with a 250 gallon tank, a tender with a 1800 gallon tank and a medium rescue truck. There are other fire departments located 20 minutes and 30 minutes away from Salmo but there is a lot of red tape to go through to get them to respond due to they are also small communities and can't afford to loose resources and what mutual aid agreements are limited to geographical regions.

With only these resources and information how would you respond to Shambhala Music Festival if there was a major incident such as a fire.
