not sure if this is going to sound rite or not but here goes,Is there a laptop out there that you can put in an eng. and not spend 3,000.00 dollars for?

There's plenty but you'll end up spending more in the long run when you constantly replace/repair them...

Do you want them to last longer than a day? Do you want to have something reliable? If not, there are plenty of them.
The toughbook is the way to go IMHO.
