I LIKE TO SAY ITS A SAD DAY IN HARLAN FOR WE HAVE LOST A GREAT CO-WORKER AND A FRIEND JOE HOWARD HAD JUST SERVED A WARRENT ON A PERSON AT THE DAY BRANCH TRAILIER PARK AND TRANSPORTED HIM TO THE HARLAN COUNTY DETENTION CENTER. HE CAME TO THE HARLAN POLICE DEPT AND SAID THAT HE WAS HAVING DIFFICULTY BREATHING AND AND REQUESTED A AMBULANCE HE WAS TRANSPORTED TO ARH WHERE A SHORT TIME AFTER HE PASSED AWAY.
I TALKED TO JOE WHEN I GOT OFF DUTY AT WORK TODAY AT 4:30 HE WAS JOKING AROUND AS ALWAYS WE TALKED FOR ABOUT 30 MINS ABOUT DIFFRENT THINGS AND WHEN I LEFT AS ALWAYS HE SAID DADDY LOVES YOU AND I TOLD HIM TO TAKE CARE THAT I WOULD SEE HIM TOMMAROW JOE I WILL MISS SEEING YOU AROUND HERE EVERY DAY COMING IN TO USE THE COMPUTER AND SHOOTING THE BULL GOD HAS TAKEN ANOTHER ANGLE HOME
