That's a tough question. Actually if you Google "fire department blog" you'll come across some sites talking about this very subject. They have some good answers and interesting ideas.

Honestly it's happening in our area too and I'm worried, because right now those of us with 15+ years on are carrying the weight and the future is looking bleak.
