So then what? When they realize that the departments all are defunct in their own ways because the expenses are increasing and the tax basis is being crippled by the recession (and you just can't afford new equipment at the rate we need it) are they essentially going to shut the departments down? It would make perfect sense to take these surveys and be able to put forth a list of equipment that is old out of date etc and to create a new grant process to upgrade the equipment. Will it happen, no. Wishful thinking never hurts.
I found the bill, it is to require Homeland Security to develop and implement a survey of all departments to check on compliance with Standards. The bill has no clout, but it is a start.

I am fairly resourceful at finding information, but I can only seem to find a lot of articles where the CDC was called out by the senators for covering up the fact that a majority of departments don't have the correct equipment etc. Perhaps you can have better luck...

We have a LOSAP program in place and it is working, we are constantly reviewing and updating. We are considering both retirement and/or incentives. I need as much info on retirement programs for volunteers to submit a proposal to our Board for consideration.
