Ebay will be your best bet for that price range. If you are looking for a 100% hand made leather Cairns is the only way to go. The phenix is basically a composite helmet with a leather wrapping it is not handmade like the new yorker or sam houston.

id get a cairns but the prices are a bit higher..im on a tight budget so i wouldnt mind buyin a used N5a or a Phenix TL2

Not long ago I bought a TL2 as far as i'm concerned that's the only way to go. Phenix forever

Also the price is right a new N5A or N6A run any where from 500 to 800 bucks and a new Phenix runs about 400 to 450
