Does everyone have a problem of foreign nurses in nursing homes that barely speak English?

We have nurses(?) from Africa, Jamaica, and Middle Eastern nurses that barely speak English and sometimes I question weather or not they understand it. Their thick accents sound like they are mumbling. If they get excited forget getting a report.

Also, do they appear to be less competent than American trained nurses?
