There is a clause that allows for mission specific training and operation. The new version will spell it out even more. Most departments that would use this sort of thing would have to be in an area that knows of some sort of specific recurring problem that is unique to them. If you are always responding to chlorine leaks at the local food packaging facility, it makes sense to train your guys to handle chlorine emergencies. This does not mean they are technicians. Just an example.
