Frans - I've read a bit about the nature of operations in emerging countries, and visited a couple of stations in South America. The courage you guys must have to do the job with so little support is very impressive.
The issue with flammable liquid fires is they produce enormous amounts of heat, and have very unusual hazards associated with them. As your team discovered, the fire can suddenly grow very large, the tank can fail, releasing a torrent of flaming fuel, or the whole thing can explode! Water can be used to cool the tanks, but it can be dangerous to do this, especially with out protective gear.
Your best bet is to evacuate the area, protect your exposures, and try to contain it. Even with tons of equipment, men, and training these fires are really hard to fight and very, very dangerous.
I love the idea of mixing water and soap powder for regular fires! We used to do this with our water extinguishers - it helped the water "stick" to the fire. This trick is not suitable for fighting a petrol fire. You need special devices to mix the right amount of water, foam, and air, then properly apply it to the fire.
What kind of oil...? Fuel oil..? cooking oil ? Hydralic oil..? Motor oil...? Personally if not a life threat...I would clear the area and let it burn.....dam downhill to contain...stage uphill and upwind ...call Dept of Natural Resources or Coast Guard...they like to show up (and they bring big open check books with them)
MR Vic = now in west java is burned in warehousing complex. fireman use "foam", but not effective, water is no available. and traffic line is busy. fire is biggest until know. in central java they have foam and ppe more complete than my town.
i want to ask u, is coat and pants have expire time? i never touch it just see in photo and film.
U ridicule for picture 1???? yes, that like garden hose. in here, equipment is so limited. people happy to pay primary requirement, like eat, cloth, home, ect. crisis economic here. SO, could U send equipment to us, pelase?!
Picture 1 : it is outside of generator bulding, fire out from ventilation. fireman shoot with small hose.
Picture 2 : in front of door. generator was burned. there are more full diesel fuel. No body have PPE (fie coat + pants) we just clothing uniform and project helmet. You all can see it in picture. we use water + detergent to shoot fire. i inhale thick smoke here, and my eye poignantly. no eye protector and SCBA. ANYONE WANT TO SHARE GEAR FOR US????
Without gear, we just duty inside GOD and helping spirit.... GOD BLESS US. no paid, no claim we just VOLUNTEER FIREFIGHTER in limited equipment or POOR FIREMAN.... :)
