Start with the close calls website and http://www.usfa.dhs.gov/downloads/pdf/publications/fa-197-508.pdf has a nice downloadable file to get you started. Many depts are wiling to share their sop/sogs too. Your insurance company may also have suggestions for you. It's great to start this project, but don't forget that you don't have to reinvent the wheel here!
