Portable radios

Im am looking at writing a proposal to my chief and board of directors for acquiring more portable radios for the department. what i was worndering is if anyone has any tips on writing a good proposal, or ways of getting the funding for them, as they are about $5000.00 a unit. I woudl like to be able to give them some options on how to pay for them instead of just asking for more without giving any type of soution. Any help or ideas would be greatly appreciated.

Sorry for the confusion on radio type, I am talking about personal handheld radios. My department currently uses the motorola xts 2500 and 5000 series pack-sets. I am looking to get an additional ten units and two charger stations. the problem with getting ten is that it would cost about $50,000.00.

Thanks for the ideas of the dinners and the splitting the payment options.
