Does your local EMS service charge for structure fire standbys? If so, who do they charge? Ours charges the homeowner, even though we requested the ambulance not the home owner.

Our EMS agency stands by for us under our mutual aid pact we have with them. I guess it makes sense if you think about it.
We are both the fire and EMS agency in our jurisdiction, so this is not an issue for us.
It's just one of the advantages for fire-based EMS.
They use to pay us for assisting them and we agreed to drop this for exchange of services. Then come to find out they rerouted the bill to the home owner. We are strictly volunteer and they are paid, but to charge the land owner for a fire department standby really bothers me.
Realistically, EMS is charging the homeowner's insurance policy for the standby, not the owner.
