It's an interesting read to say the least. There is some unbelievable findings such as booster lines being pulled for a commercial building fire, and 2 1/2" hose being used as their supply line.

Well 2 1/2'' for supply line isn't that uncommon. Its not prefered but its do able when you are on 3 hydrants as they were. Well 2 Saint Andrews FD was on one. But I think the main thing that was suprising was the total lack of command. There is no true IC to blame for that b/c no one was in command. This has been a long time problem for the charleston fire dept. though. Another problem was not what kind of hose they were using but the fact that they were in that building once it really started burning. I read the 250 pg. report. There were sooo many things wrong. Incl. the building construction. But that could have been foreseen with proper pre-fire planning. I mean I still can't judge anything that happened there b/c I wasn't there but I do have an opinion of what went wrong.
It seems to me that it was one of those "bad to worse" situations where everything that could go wrong did go wrong. But in the end, only decent planning and onsite command could have helped.
