We call it a working fire.
NIMS and ICS training should be teaching everyone to just use simple plain english. One persons 10-22 may be anothers 10-90 and so on. Esp. if you are relying on mutial aid for anything.
Where I'm from it's called a "working fire", No 10 codes
As many have stated...initial comes out as possible structure fire, or structure fire with multiple calls, meaning that more then one person has called in the same fire. When we arrive on scene we give a size up..usually...smoke showing, or smoke and flame showing or fully involved...or investigating
