WHEN I WAS ON THE DEPARTMENT AS AN ENGINEER, OUR VEHICLES DID NOT MOVE UNTILL EVERYONE WAS BUCKELED UP. IT WAS MY RESPONCEIBILITY ALONG WITH THE OFFICER TO SEE EVERYONE COMPLIED. IT WAS ALSO DEPARTMENT SOP AS WELL AS POLICY...
