That is the triple layer load.  Works great for low man power companies to rapidly deploy the hose yourself.  The only problem we found with it is stretching it in to the 3rd and 4th floors.  We use the minuteman so that the load is on your shoulder but deploys off the top easily unlike the flat load that always ends up as a bucket of $uc# on the ground as seen in your videos.

This looks like what we call a triple layer load. Deploys well, but not commonly used in my area
