Engine 31 arrives on scene to a fully involved vacant 2.5 story structure. Exposure on #4 side is well protected by 2 2-1/2's until other units arrive. L-6 & 5 set up Defensive ops but water problems in area hamper the use of both Ladders. Extra companies are called in to relay water from Walden ave, near Bailey.
