This was actually an accident on the Garden State Parkway in New Jersey. I don't recall the full story behind it but it occured at the Little Egg Harbor toll plaza if I recall correctly. The first patrol car to pull up was a local unit, the second car pulling in oncoming traffic was a New Jersey State Trooper
