David, I am well aware of your Dept. You may notice I used to be in Brookings Or as the Chief an was the county Chief there as well. I have been out of the link since retiring in 2012. However, I would get ahold of the State Volunteer Firefighter Association (OVFA). Or the State Fire Marshals Office. Beyond that i would contact major businesses in your area. I know the Mill is no longer there but local support has to be available.Good luck!
