I have been in the fire service for 11 years and have never seen anything like this. Almost everytime we get a tone and enroute to a scene there are some public citizens that don't like to move out of the way. Does anyone else have this problem? If so how can we fix it?

James, You Can't. Just take your time and get there in a safe matter. You can only do what you can do! Always look out for number one.

James,

I see that fairly often. Not much you can do if they don't hear you (loud music, ear phones, phone) and if they don't use their mirrors (which many don't) all you can do is watch out for them to do something stupid, because most likely they will.

Around here, if the engine boss takes down the plates of a vehicle that won't give way, the police will track them down and ticket them (with a sworn statement by the engine officer). We've had it happen where the engine was in the left lane responding and a car passed us on in the right lane. Tags went to the local PD and a ticket was issued. Some people just don't get it.
