emergency plan guide

I am planning to make an emergency plan guide for the aviation airports is there anyone can help? as i know that NFPA 424 has covered this part and also the FAA 139 but those guys from the airport requires ICAO

so what am thinking is to make one from all

and maybe i can use some help

I know this link is to Australian documentation, legislation, etc, but the document takes you through how to write a plan for an emergency plan for an airport.
