Russ, present a professional and active Department to the community. If you have consistent and active training weekly. Word of mouth and posting adds in your local paper. Actually we have two boards here in town that we advertise for more volunteers on consistently. I sure dont have all the answers but we have folks coming in quite often to join. Just takes many things to make it happen.
