What disturbs me the most is that this is the person setting the tone for the entire department. If HE won't follow the SOP's, why should anyone else in that department? It's literally mind-boggling. It's been eating at me all day today. I just can't fathom what the thought process was on that one. If it was a child dangling from a live power line over a nuclear reactor waste pool, I'd STILL have a problem with his driving.
